West Valley City - Customer Case Study

West Valley City, Utah, needed to modernize a fragmented permitting and inspection process that relied on paper handoffs, lacked visibility into who held plans or where approvals stood, and caused delays in field reporting. As an early adopter of Cityworks PLL (implemented January 2008), the city now supports about 60 daily users across Building, Planning, Code Enforcement, Fire, Public Works, Legal and more, and has tracked over 28,000 permits since go‑live (roughly 900 per month or 45 per day).

Cityworks delivered an enterprise, web‑based Cityworks PLL solution integrated with West Valley’s GIS and in‑house tools, introducing electronic workflows, live permit status, and real‑time field inspection entry. The result: eliminated paper handoffs and duplicate data entry, faster, transparent approvals, immediate inspection results for contractors, and expanded use by Legal and Police for code enforcement—all tracked through Cityworks. West Valley is now planning to extend the deployment with Cityworks MMS Server for asset management in Public Works and Parks & Recreation.
