The City of Topeka engaged Cityworks to modernize permitting, licensing and land management using Cityworks Server PLL (Permitting, Licensing, Land) alongside Server AMS. Facing manual, time-consuming permit issuance and inspection scheduling across many permit and license types, the city needed a configurable, GIS‑integrated system to reduce staff time, simplify workflows, and improve reporting and data tracking.

Cityworks implemented Server PLL in Development Services (June 2013) and expanded it to other divisions, managing 76 permit types and 57 license types, scheduling inspections, issuing occupancy certificates, and handling receipts and billings. The Cityworks solution delivered streamlined permit issuance, measurable reductions in staff time, rapid onboarding (part‑time staff were productive within two days), better reporting via Crystal Reports, and stronger GIS-linked asset and statistical tracking — prompting wider adoption across Engineering, Planning, Utilities and planned online and field-access expansions.
