Orange Water and Sewer Authority - Customer Case Study

Orange Water and Sewer Authority (OWASA) is a public, nonprofit utility serving Carrboro, Chapel Hill and UNC — about 80,000 residents across 20,000 customer accounts with ~390 miles of water and 321 miles of sewer lines. OWASA struggled with a paper-driven workflow: one office technician created Cityworks Desktop work orders and printed maps for crews, field crews collected notes on paper or CDs, and disconnected field operations caused data-entry delays, repeat office visits, and no central repository for TV inspection data.

Cityworks implemented a field-first solution using Cityworks Anywhere on Panasonic Toughbooks (with DataPump for disconnected sync), integrated with ArcMap and ITpipes for TV inspections and a wireless aircard for the Locator. The Cityworks-based workflow made the system paperless, drastically increased efficiency, reduced data-entry errors, sped work-order completion and reporting, enabled more TV inspections, and let crews access inspection data and schedule repairs immediately — improving preventive maintenance and rehab planning.
