The City of Delaware, Ohio, moved from a paper‑based permitting and code‑enforcement system supported by Microsoft Access and Excel to a GIS‑centric solution to better integrate with ArcGIS and centralize business processes. To meet that need the City of Delaware implemented Cityworks, deploying Cityworks Server PLL (Permits, Licensing, and Land) for planning and code enforcement and Cityworks Server AMS for public‑utilities asset and work management.

Cityworks configured the system to Delaware’s workflows (88 unique PLL templates), automated fee calculations, and provided a web‑based, GIS‑linked repository for permits, inspections, cases, and work orders. The City of Delaware reports dramatic time savings—daily pay‑in reports reduced from over an hour to a few minutes and monthly reports from most of a day to minutes—faster case searches, mapped code‑enforcement “hot spots” for targeted response, improved water‑main isolation and preventive maintenance, and real dollar tracking for budgeting thanks to Cityworks.
