The City of Vista faced the challenge of managing extensive stormwater infrastructure, municipal code enforcement, facility inspections, and regulatory reporting to support NPDES MS4 Permit compliance. To address this, they implemented the Cityworks platform integrated with GIS to maintain storm drain assets and structural BMP data and to support field workflows.

Using Cityworks (AMS and PLL components) tied to GIS, Vista standardized service requests, inspections, and automated work orders, captured field data and photos on tablets, and retained enforcement case histories with contact and enforcement details. Cityworks enabled ready queries and reports — for example, counts of inlets and lengths of pipe inspected/cleaned and inspection/maintenance frequencies — and produced snapshot and end-of-year summaries to streamline regulatory reporting and demonstrate permit compliance.
