The City of Newport News needed a reliable way to manage a complex stormwater program—everything from routine cleaning and ditch maintenance to vector control and regulatory reporting. To meet those challenges the Department of Public Works implemented Cityworks, a GIS-centric asset management solution, in June 2004 to bring stormwater assets, inspections, and maintenance activities into a single, searchable system.

Cityworks was integrated with the city GIS so assets are continually captured and updated by stormwater staff, GIS personnel, and surveyors; attributes like install date, material, and condition are recorded and service requests/work orders create a complete work history for each asset. This integration has improved planning and operations, enabled tracking of measurable metrics (e.g., cleaning frequency and debris volumes), and strengthened regulatory reporting and MS4 permit compliance — demonstrating Cityworks’ value in helping Newport News manage performance and meet compliance requirements.
