Alcoa TN Creates More Efficient Pavement Management Program

Alcoa TN faced a cumbersome, paper-heavy pavement management process using MicroPAVER that required inspecting small sample sections, manually entering data, and then importing grades into GIS. To modernize field inspections and asset tracking, the city implemented Cityworks, a GIS-based, web-accessible work-order system that staff can use on laptop/tablet devices.

Cityworks was customized with a computerized PCI inspection form so field crews can save data directly and have PCI scores calculated automatically, eliminating multiple manual handoffs. The new Cityworks workflow cut annual assessment time from months to seven weeks, allowed one inspector to rate 334 sections (over 100 miles), produced a citywide PCI breakdown (33% good/satisfactory, 35% fair, 32% poor), and yielded PCI results within one to two points of the previous method—enabling proactive five-year resurfacing plans and a move to two-year assessment cycles.
