Partnering with vendor City Detect, the city sought to leverage AI technology to transition to a proactive strategy.
City Detect implemented its PASS AI® system, which used vehicle-mounted cameras to automatically detect and categorize code violations across the city. This allowed Stockton to send thousands of proactive, educational compliance notices to residents. The solution achieved an 80% voluntary compliance rate, identified nearly 14,000 unique issues, and enabled the city's limited staff to focus on higher-priority cases, fundamentally improving operational efficiency and community engagement.
