A Citrix Case Study
Telemark County Council, which uses Citrix to deliver applications to about 1,600 staff across secure, open and school zones, faced a new challenge when Norwegian authorities approved digital aids for high‑school exams. The council needed a way to let students access specific web resources while blocking communication, downloads and other non‑permitted activity — a level of content control beyond conventional firewalls.
Working with Citrix and local partners, Telemark implemented NetScaler as a proxy “bouncer” that filters and allows only permitted HTML traffic, prevents persistent connections and exposes a separate “Telemark limited internet” browser in exam mode (showing NDLA, Wikipedia and a language dictionary). The solution was deployed quickly, provides a controlled read‑only exam environment (with limited video/search), blocks chats and other communications, improves service delivery and load balancing, and is being shared as a model with other counties.
