Technology-savvy City of Oulu manages devices with Citrix Endpoint Management

The City of Oulu’s IT arm, Oulu Digi, supports about 11,000 city employees and centrally manages more than 6,000 devices used across education, home health care and municipal services. Because devices are purchased with public funds and must serve diverse populations, the team needed strong auditing, security and control across Android, iOS and legacy Windows devices — with plans to add Windows 10 and Chromebooks — while also allowing delegated management (for example, teachers provisioning apps for their schools).

Oulu Digi migrated to Citrix Endpoint Management in just one month using the XenMobile Migration Service, with no user re-enrollment, and paired it with Citrix ADC for secure, prioritized networking. The rollout kept a familiar user experience (defaulting to Microsoft Outlook), avoided disruptive PIN enforcement on thousands of in-use devices, and enabled delegated app provisioning for schools. The result: centralized, auditable device control, faster provisioning and stronger security, a clear path to cloud-first operations and planned rollout of Citrix Content Collaboration for secure file access and workflow automation.
