Remote management of mobile devices to facilitate the daily life of the city of Oulu

Oulu Information Technology, the centralized IT service provider for the City of Oulu, needed a scalable way to manage thousands of municipal mobile devices and enable new mobile services while maintaining security and usability for shared equipment and staff. With about 3,500 devices to support (roughly 3,000 targeted for integration), the team required platform-independent remote management, Active Directory integration and a solution proven through careful pre-feasibility testing and practical trials.

They implemented Citrix XenMobile, delivered by Sofor (with Arrow ECS), to enable centralized deployment, automated app installation and secure device policies. The system simplified device rollout and support, introduced NFC- and location-aware features for childcare check-ins, enabled document sharing and push notifications, and preserved security without harming usability — freeing staff time, improving productivity and unlocking plans to expand services citywide.
