Bath and North East Somerset Council (BANES), which supports 180,000 residents and about 2,500 IT users across 90+ offices including the City of Bath, needed to modernize an aging PC estate, increase staff mobility and collaboration, and cut rising operating and energy costs as part of a property-rationalisation programme and creation of a new, energy‑efficient Keynsham Civic Centre (targeting a DEC A rating).

BANES deployed a Citrix virtual desktop solution (XenDesktop/XenApp with App‑V, NetScaler remote access and IGEL thin clients) using a single “gold” image and server-side delivery to enable flexible and home working. The project closed seven major offices and cut floor space 40%, delivering £3.5M annual revenue savings, about £250K annual energy savings (including ~£90K from thin clients), halved desktop costs and management effort, supported 1,500 regular home workers, reduced ~400,000 business miles per year, and required only 50–60 exceptions out of 2,500 users.
