AgO (Agentschap voor Overheidspersoneel) needed a reliable, confidential way to evaluate manager performance across the Government of Flanders and turned to CheckMarket. Using CheckMarket’s Bottom-Up Evaluation (BUE) approach and services — including its online survey tool, email distribution, paper surveys and custom analysis — AgO collected employee feedback to support manager development while preserving anonymity.

CheckMarket coordinated and ran the standardized BUE survey, invited participants by email and letter, developed specific report templates, and delivered both individual development reports and aggregated benchmarks. The survey achieved ≈67% participation from almost 10,000 civil servants (about 6,700 responses), with ≈5% submitted on paper, and roughly 600 individual and organizational reports delivered in under one month — demonstrating CheckMarket’s fast turnaround, reliable anonymity, and measurable impact on leadership development.
