Case Study: NCC enhances Ruoholahti planning with CHAOS crowd insights

NCC, the Nordic construction and property developer, needed a way to activate participatory planning and digitalise citizen input for its Ruoholahti commercial property project in Helsinki. Working with CHAOS and its CHAOS Essentials™ license, NCC wanted to combine crowd insights with urban data to validate development concepts, understand tenant needs, and measure how urban decisions affect neighborhood attractiveness over time.

CHAOS implemented real-time digital surveying, geofencing, demographic trend analysis, and a living convenience index to map service needs and assess accessibility and service diversity in Ruoholahti. As a result, NCC gained ongoing map-based analytics and real-time citizen engagement to validate concepts, choose the right mix of services and spaces, and support more inclusive, data-driven development decisions for We Land.
