A Cerner Case Study
The Virginia Department of Behavioral Health and Developmental Services (DBHDS), the Commonwealth’s public mental health services system, struggled with low clinician adoption after an initial 2013 EHR rollout that met Meaningful Use but didn’t change workflows. Wanting to move from paper-based processes to an integrated electronic network, DBHDS undertook a more comprehensive EHR implementation across three state mental health hospitals.
Partnering with Cerner and its Organizational Change Management Consulting, DBHDS implemented the OneMind EHR and a governance strategy that engaged executives and frontline users, identified accountable leaders, and set clear action plans. The system—covering diagnoses, treatment plans, progress notes and orders—was delivered on time and under budget, won the 2016 Virginia Governor’s Technology Award and VITA Project Excellence, and achieved strong adoption with 84% user satisfaction.
