Park County, CO, a 2,200 sq. mile rural jurisdiction with about 17,000 residents and roughly 62,000 annual 911 calls, struggled with an aging, unreliable 911 system that lacked reporting and forced staff to manually count calls to justify staffing and infrastructure.
