California Highway Patrol Connects Thousands of Responders and Dispatchers Across California with CAD and Mobile Enterprise

California Highway Patrol, one of the largest state law enforcement agencies in the U.S., faced the challenge of improving communications between dispatchers and thousands of officers across 25 communications centers to reduce response times and increase officer safety. CIO Scott Silsbee led the effort to implement a new Computer Aided Dispatch and integrated mobile solution, partnering with CentralSquare Technologies to deploy CAD and Mobile Enterprise (formerly Inform CAD and Inform Mobile).

CentralSquare Technologies implemented CAD Enterprise statewide in 2011–2012, installing over 600 CAD workstations and training more than 1,000 dispatchers across 25 centers (supporting 430+ CAD positions and handling ~20,000 incidents per day). The rollout—delivered on time and under budget—gave dispatchers live mapping of officer locations so they can dispatch by proximity, reducing response times, improving officer safety, and enabling multi‑agency collaboration with agencies like the Department of Parks and Recreation.
