How Kent County Council digitised one of the UK’s most complex road networks

Kent County Council faced significant challenges managing its large and complex road network, as Traffic Regulation Orders (TROs) were fragmented across 12 districts in various digital and paper formats. This siloed approach created operational inefficiency, legal risks, and a heavy administrative burden for responding to public queries. To address this, the council partnered with Causeway Technologies to digitize and consolidate its TRO management.

Working with Causeway's Consultancy Services team, Kent implemented Causeway ParkMap to create a single, map-based digital resource for all TROs. The solution provided full visibility of restrictions for officers and the public, enabling self-service and drastically reducing the time spent on customer questions and Freedom of Information requests. Causeway Technologies helped Kent achieve a standardized, legally compliant process, ensuring knowledge retention and setting a new benchmark for digital highways management.
