The Catalonia Telecommunications and Information Technology Centre (CTTI) manages IT for the Catalan government — overseeing a €601m+ budget, 26 call centers, 41 datacenters, 250k computers, 1,800+ applications and hundreds of projects — and faced rising development and maintenance costs, multi-sourced quality issues, and government pressure to cut ICT spending and improve service efficiency and competitiveness.

CTTI deployed the CAST Application Intelligence Platform to analyze its heterogeneous portfolio (95 applications, 23M LOC across 54 languages), classify risk, and drive governance. CAST revealed that 72 applications generated 95% of defects, enabling CTTI to set structural quality standards, rationalize applications and architecture, reduce suppliers from 150 to 8, and focus resources for measurable efficiency gains and ongoing improvement.
