Caseware™ Monitor Helps County Government Identify Duplicate Payments, Tighten Controls And Take A Proactive Stance Against Fraud

Washoe County, serving Reno, Nevada and surrounding areas, faced a steep revenue shortfall (about a 15% combined drop since 2007), two prior frauds costing millions, and deep budget cuts that reduced staff and left Alison Gordon, CPA, CFE, as the sole internal auditor. To detect disbursement errors and strengthen controls despite these resource constraints, the county turned to CaseWare Analytics and deployed the CaseWare Monitor solution.

CaseWare Analytics implemented CaseWare Monitor to run fully automated, scheduled scripts that review a rolling 12 months of disbursement transactions, identify duplicate payments, deliver department-specific exception reports, and track resolution. The Monitor acts as a “virtual employee” reviewing 100% of transactions; Washoe County now receives about 20–25 issues monthly, has recovered payments totaling thousands of dollars since early 2012, centralized data for analysis, and identified process-control changes that are being implemented across additional departments.
