The State of Oregon faced mounting volumes of paper and digital public records, rising public expectations for fast, transparent access, and the need to cut storage and legal risk. To address this the state deployed a cloud-based EDRMS centered on HPE Records Manager as a SaaS offering, delivered to agencies through Carahsoft to make powerful records management affordable and easy to adopt.

Carahsoft helped implement the Oregon Records Management Solution (ORMS), which now serves more than 2,000 users across 40+ public organizations, with per-user pricing under $40/month. The HPE Records Manager cloud service enabled record retrieval in seconds (a three-year email request was fulfilled in 90 seconds with only ~250 messages needing manual review), automated scheduled destruction of large record blocks (e.g., ~25,000 records), and easy web publishing—reducing storage costs, legal exposure, and time spent fulfilling requests.
