The Georgia Government Transparency and Campaign Finance Commission, which must collect and publish financial disclosures and campaign contribution forms, faced a sudden mandate (HB143) requiring local filing entities to transmit reports to the Commission by eFiling or eFax. With no additional budget, a large and varied volume of incoming forms (including handwritten and even crayon-filled pages), and inadequate OCR results, the Commission needed a way to capture, structure, and publish these records in its existing eFiling system.
The team integrated Captricity into their eFax workflow to extract structured data with over 99% accuracy—even from handwriting—using its API and intuitive field mapping to populate the Commission’s database. Since January 2014 the system has processed more than 6,800 faxes (and is projected to handle ~40,000 pages per month during peak filing periods), delivering a unified, searchable statewide dataset and meeting the Commission’s transparency goals without extra budget.
