The Welsh Assembly Government faced the significant challenge of being one of the first European countries to implement a fundamental reform of the Common Agricultural Policy. This required completely overhauling its farm subsidy system by introducing a new Single Payment scheme for the 2005 scheme year, a complex endeavor involving new business processes and significant IT development. To achieve this on time and within budget, the government partnered with Capgemini for its technology and consulting services, including program management and application development.

Capgemini implemented the solution through a close partnership and a pragmatic "Build to Budget" approach. This involved iterative IT development, robust program management, and risk-based scheduling to adapt to evolving policy requirements. The result was a resounding success: the Welsh Assembly Government paid over £205 million to more than 17,000 farmers, making Welsh farmers amongst the first in Europe to be paid. Crucially, payments commenced on the first possible day, and over 99% of farmers were paid by the European Commission deadline, exceeding its financial target.
