Tower Hamlets PCT, a Primary Care Trust in East London, faced the challenge of transforming its healthcare commissioning to meet a new national World Class Commissioning (WCC) program. The organization needed to demonstrate competence across 11 key areas, but its processes were inconsistent, ad hoc, and lacked data-driven decision-making. To address this, they engaged the vendor Capgemini, along with health intelligence specialists Humana, for consulting services to assess their performance and design a change program.
Capgemini implemented a solution that included designing a new standardized and transparent commissioning process supported by a performance management framework and an interactive online tool for staff. The solution was informed by international cross-industry research to identify best practices. As a result, Tower Hamlets PCT gained control over its operations and was positioned as a leading commissioner, with a clear roadmap to demonstrate its competence and achieve improved health outcomes for its residents.
