The Ministry of Finance of Baden-Württemberg implements a new property tax procedure

The Ministry of Finance of Baden-Württemberg needed a new IT property tax procedure to meet a 2025 legal deadline and ensure municipalities receive their share of tax revenue. It selected Capgemini as the development partner for the “Grundsteuer-Neu” software, which was designed around a land value model and had to be delivered within 18 months.

Capgemini implemented the solution using an iterative, parallel project approach with close collaboration between tax offices and user-design teams. The result was a stable, user-friendly system that went live on time and now supports up to 1,000 employees across 60 tax offices in revaluing 4.6 million properties, exceeding project expectations and enabling continuous improvements.
