The French Ministry of Sustainable Development, a French government agency, needed to develop a concrete tool to implement the principles of the Leipzig Charter for sustainable urban development. Their challenge was to facilitate a collaborative, EU-wide initiative to design a reference framework that would help cities assess and improve their sustainability strategies. The Ministry engaged Capgemini Consulting to co-manage this complex, multi-stakeholder project.
Capgemini Consulting facilitated a working group with high-profile European partners to design the online Reference Framework for European Sustainable Cities (RFSC) toolkit. The solution enabled cities to evaluate their urban strategies, track progress, and share best practices. The RFSC prototype was delivered on time and within budget, leading to its approval by EU ministers. The vendor's work directly supported the successful testing phase with 66 European cities, promoting a common vision for sustainable urban development across the EU.
