The Dutch Ministry of Infrastructure and Environment faced a challenge in responding to large-scale disasters, as its crisis management systems were not connected with those of other vital government agencies and private organizations. This lack of integration led to slow, limited, and often confusing information sharing, which hampered effective emergency coordination. To overcome this, the ministry partnered with vendor Capgemini, who, along with Gemnet, developed the Information Pool (Ipool) solution to enable real-time data exchange.

Capgemini's solution created a secure, nationwide cloud-based information pool that allows all relevant parties to share and subscribe to critical data using a common language via a single link. This drastically reduced the time to share information during a crisis from several hours to mere seconds, enabling a faster and more coordinated response to minimize damage. Since its launch in 2010, the system has been adopted by numerous national agencies, with plans for further expansion, significantly improving public safety in the Netherlands.
