Swedish Tax Agency simplifies income tax management through process automation and digitization

The Swedish Tax Agency (Skatteverket), a world-leading tax authority, sought to significantly improve its income tax management. While citizens already had access to an electronic declaration, the agency aimed to transform its internal processes to fully realize the massive benefits of digitization and automation. To meet this challenge, they partnered with the strategic supplier Capgemini and leveraged its Wide-angle Application Rationalization Program (WARP) model to develop a comprehensive implementation plan.

Capgemini led the development of the Taxation in New Application (TINA) program using an Agile methodology, delivered in 13 releases over three and a half years. The solution automated the workflow, enabling 90% of the 8.4 million annual tax returns to be processed automatically. This digitization allowed for greater efficiency, reduced errors, and enabled tasks to be distributed to agents regardless of location. The highly collaborative project, where 40% of the team were agency employees, was completed successfully by Capgemini on time and has inspired the agency to adopt Agile for future projects.
