The State of South Carolina Department of Employment and Workforce (DEW) needed to modernize its unemployment insurance process to better serve claimants and employers, especially people in rural areas with limited internet access. Working with Capgemini, the agency aimed to make its SCUBI system more user-friendly, scalable, and accessible, including support for mobile claim filing and streamlined self-service.
Capgemini helped DEW launch and evolve SCUBI, a modern unemployment benefits platform that automated workflows, improved routing, and enabled faster processing of claims. The system handled a surge from 8,000 claims per month to 88,000 in April 2020 and supported nearly 900,000 claims in 2020 without crashing or reverting to paper processes, while also helping South Carolina quickly implement CARES Act programs and maintain operations with minimal disruption.
