The UK Ministry of Justice sought to reform its prison services by introducing competitive tendering to drive significant cost savings, improve performance, and increase innovation. To support this complex, multi-billion pound procurement programme, the Ministry of Justice appointed Capgemini to act as its independent financial and commercial advisor.
Capgemini provided crucial expertise by designing the payment mechanism, financial models, and evaluation methodology for the contracts. As a result, the programme generated over £21 million in savings in the short term and is projected to deliver £216 million over the 15-year life of the contracts, with a new prison built for over £200 million less than originally planned. Capgemini also delivered robust contractual mechanisms to ensure the long-term, effective management of these savings.
