Maharashtra Sales Tax Department plugs revenue leakage, expands tax reporting with data warehousing solution

The Maharashtra Sales Tax Department (MSTD), a major revenue collecting body for the Government of Maharashtra, faced significant challenges with tax evasion and revenue leakage. They lacked the tools for accurate revenue forecasting and advanced data analysis, making it difficult to consolidate and retrieve actionable analytics from their vast data stores. To address this, MSTD partnered with Capgemini to implement a robust business intelligence and data warehousing solution.

Capgemini implemented a first-of-its-kind end-to-end solution, including a data warehouse and a Computerized Desk Audit (CDA) system, built with SAS Enterprise software on HP hardware. This enabled MSTD to automate processes, detect fraudulent claims like circular trading, and perform predictive analysis. The results were substantial: the CDA alone generated an immediate additional tax revenue of ₹56 crores, significantly improved operational efficiency, reduced manual effort, and provided dealers with easier compliance, enhancing overall service delivery.
