HM Revenue & Customs (HMRC) faced the challenge of moving from a single, large IT supplier to a multi-vendor model to reduce costs, introduce competition, and meet government austerity targets. Capgemini redefined its role within the existing Aspire contract to act as a neutral System and Service Integrator, establishing governance and ethical walls to orchestrate the new multi-supplier environment. This solution enabled HMRC to successfully introduce competition and onboard new vendors without disrupting operations. The measurable impact includes a planned reduction in IT running costs of over £200 million, support for the government's goal of spending 25% of its ICT budget with SMEs, and a de-risked foundation for the full contract re-procurement in 2017.
