HM Revenue & Customs (HMRC) needed to respond quickly to a series of legal rulings that provided data on hundreds of thousands of UK citizens with offshore accounts, as the value of potential unpaid tax was significant. The challenge was to design and implement an effective compliance strategy within a ten-month timeframe. They partnered with Capgemini to address this.

Capgemini worked with HMRC to design a campaign that included the Offshore Disclosure Facility, re-engineered processes, and cost-effective websites and call centers. The solution involved collaboration with numerous stakeholders to ensure it was practical and focused. The result was that over 60,000 taxpayers registered with the facility, agreeing to pay arrears, interest, and a fixed penalty. This pioneering approach for HMRC also provided valuable data on taxpayer behavior and ensured the new service operated without interrupting other systems.
