HM Revenue & Customs (HMRC) faced the challenge of managing a complex, multi-sourced IT environment following a major departmental merger. They needed a flexible approach to access the best external skills and technology to drive efficiency and meet their transformation targets. The vendor, Capgemini, managed this through the Aspire contract and its associated Ecosystem framework, which was designed to oversee numerous IT partners.

Capgemini implemented a governance model called Ecosystem@HMRC to manage the multi-supplier environment, including core partners like Fujitsu, Accenture, and BT. This solution fostered innovation, reduced costs, and provided HMRC with a window to new technology. Specific results included the deployment of a new single ERP system that replaced over 200 legacy systems, the creation of the ChRIS service to handle online tax filings, and a standardized desktop rollout across the department, one of the largest in Europe.
