The Georgia Department of Community Health (DCH) faced the significant challenge of replacing its complex Medicaid Management Information System (MMIS) to serve 1.8 million recipients. Following a difficult prior implementation, DCH was concerned about the project's impact on daily operations and its ability to handle budgetary pressures and new Affordable Care Act requirements. They engaged the vendor Capgemini to provide program management and quality control services.
Capgemini led the Project Management Office (PMO) for the $67 million program, coordinating HP as the systems vendor and 12 other partners. The solution included rigorous testing, with Capgemini managing nearly 11,000 test cases that achieved a 92% pass rate. The system went live successfully, processing over $100 million in claims within three weeks with no major issues, marking one of the smoothest MMIS go-live efforts in recent history.
