The City of Oslo, the governing body for Norway's capital, faced significant challenges with its outdated Critical Path groupware solution, which was unstable and not trusted by its 35,000 users across 54 business areas. This lack of a reliable tool for email, collaboration, and coordination hampered the delivery of vital public services, necessitating an urgent replacement. The city government selected the vendor Capgemini to design, procure, and implement a new solution under a newly established ICT governance structure.

Capgemini implemented a migration to a Microsoft Exchange 2007 platform, managing the entire process from data extraction to user training and communication. The result was a stable and credible solution that received positive feedback from users, with an external survey showing high satisfaction ratings between 4 and 5 out of 5. As the first project under the new governance model, it successfully restored faith in the city's ICT organization and established clear, long-term responsibilities for the solution's ongoing operation, ensuring continued benefits.
