Transforming municipality efficiency from the outside in with Karlskrona & Camunda

Karlskrona Municipality, a Swedish local government serving about 66,000 citizens, needed to replace a fragmented, homegrown workflow system with a modern, developer-friendly process orchestration platform that supports BPMN and enables both citizen-facing interfaces and back-office automation. The municipality selected Camunda (Camunda Platform and Optimize) to provide the orchestration and modeling capabilities required to standardize forms, processes and integrations.

Using Camunda, the team (with guidance from Apendo) implemented BPMN-based orchestration, reusable form and process templates, and end-to-end automation that ties citizen and internal workflows together. Camunda’s platform enabled Karlskrona to orchestrate ten large-scale complex processes, launch an automated HR managers’ to‑do list, and reduce maximum lead time from about a year to roughly a month — a 12x improvement — while increasing efficiency and employee satisfaction.
