The City of St. Paul wanted to offer electronic licensing and permitting services to the public, but the project was initially not approved because the cost to build and support an e-government site was too high. Calytera’s case study highlights how the city needed a cost-efficient way to improve service delivery without overburdening internal resources.

Calytera provided CSDC’s OneStopGov hosted e-government service, which integrated with the city’s existing website and database so permitting transactions could be handled online. The solution processed more than 350 permits per month, with 80% completed online, and helped save about 3,945 hours of work. The City of St. Paul issued 10,000 permits by 2004 and collected over $2 million in fees over time, while also improving speed, security, and convenience for contractors and citizens.
