Markham, ON, faced rapid growth and new provincial reporting requirements that made it difficult for its building department to track permit application progress, staff workload, and building quality. The town lacked a reliable tracking method and needed a better way to measure performance than simply counting time between permit application and permit issuance. Calytera’s AMANDA permitting and compliance solution was used, including the Milestone Monitor module.

Calytera implemented AMANDA to streamline the permitting process and give Markham a clearer view of how long applications were actively handled versus waiting on applicants. The Milestone Monitor helped the town comply with Ontario’s Bill 124 by reporting against mandatory decision timelines and by distinguishing municipal processing time from applicant delays. As a result, Markham could better express performance in line with the law’s time frames and identify “good” versus “bad” builders more effectively.
