Orange County (California) Registrar of Voters office needed to accurately prepare precincts, ballot types, polling places, language-assistance coverage, and coordinator clusters for the 2004 general election. To meet these challenges they adopted Caliper Corporation’s Maptitude for Precinct & Election Management (Maptitude P&E) to convert county GIS shapefiles and build precise precinct and portion boundaries.

Using Caliper Corporation’s Maptitude P&E, the county converted GIS data to Maptitude format, used geographic editing and Merge by Value to create portions and district polygons, applied redistricting tools to consolidate portions into voting precincts, and used advanced geocoding to map polling places. The vendor’s tools produced ballot-type and precinct maps used at polling locations, enabled quick creation of language-assistance selections, and supported deployment of 200 coordinators with cluster/subcluster maps—streamlining election mapping for 2004 and future elections.
