The Scottish Government, supporting 13,000 users across 130 locations, faced poor visibility and control of its telecom estate—missing billing errors, unmanaged and redundant lines, and the need to track an ISDN-to-SIP migration. Calero was engaged to provide a Microsoft Azure cloud–based Telecom Expense Management (TEM) solution (Calero‑MDSL) to consolidate inventory, billing and usage data and bring the estate under control.
Calero performed a detailed inventory and deep-dive analysis, enabling invoice validation, repricing by actual usage, asset tracking and rationalization. Over 12 months Calero identified up to £450,000 in savings (including 20% saved on ceased services still billing and opportunities to eliminate 21% of spend on zero‑usage devices), maintained an accurate estate inventory, tracked the ISDN-to-SIP migration with no lines left behind, and secured a renewed TEM contract with added call‑logging capability.
