Case Study: MapSoft builds an interoperable Municipal GIS for Pirot to boost local government efficiency with Cadcorp SIS

MapSoft, a Serbian GIS software and services company, was asked to deliver a corporate Municipal GIS for Pirot Municipality where spatial data was fragmented: most maps were analogue or CAD, addressing systems conflicted, and only one agency used GIS in a limited way. MapSoft — a Cadcorp partner since 2011 — selected Cadcorp SIS (desktop) and Cadcorp GeognoSIS (GIS server) as key components to address interoperability, customization and web publishing needs.

Using Cadcorp technology, MapSoft built four Municipal GIS subsystems (public lighting, roads/traffic, communal infrastructure and other municipal resources) on Microsoft SQL Server, published data via Cadcorp GeognoSIS and Web Map Layers, and produced high‑resolution digital orthophoto (0.25 / 0.50 m), 1:5,000 topographic maps and an official address register. Cadcorp SIS/GeognoSIS enabled direct reading of heterogeneous data without conversion, supported many concurrent users, provided on‑the‑fly reprojection and web services (WMS/WFS), and delivered a scalable, interoperable municipal GIS that improved efficiency across departments and now serves as a template for local government GIS in Serbia.
