Integrated risk management at the Royal Berkshire Fire and Rescue Service

The Royal Berkshire Fire and Rescue Service (RBFRS) needed a more rigorous way to meet Government Integrated Risk Management Plan (IRMP) requirements because traditional fire cover zones and best-value measures did not provide the evidence required to secure resources or target community safety improvements. To address this, RBFRS deployed Cadcorp’s GIS solution, using Cadcorp SIS together with OS MasterMap and RBFRS incident data, to analyse incident trends and identify risk hotspots across the county.

Cadcorp implemented a system combining six years of incident data, census layers and OS MasterMap’s TOID/Address Layer to analyse actual, potential and cover risks down to individual buildings and road segments. The Cadcorp SIS solution gives the six unitary authorities map and list access to incidents, triggers alerts to Community Safety Offices, supports reallocation of resources without compromising cover, and provides measurable outputs (six years of archived trends, building-level attribution, and data used for Best Value Performance Indicators for 2005/06) that improve decision making and community safety targeting.
