Case Study: Beyoglu Municipality achieves increased tax revenue and improved public services with Cadcorp SIS

Beyoglu Municipality - Customer Case Study

Beyoglu Municipality, a district of Istanbul, faced fragmented and inaccurate information that hampered service delivery and left potential revenue uncollected. To centralize data and improve citizen services, the municipality engaged local integrator Sampas A.S. and deployed Cadcorp’s SIS digital mapping/GIS software alongside an Oracle-based management information system to create a single, accessible database and provide information via the municipality’s website and e‑mail.

Sampas developed bespoke applications built on Cadcorp SIS that integrate GIS and MIS functions into one relational system, giving departments a common interface to capture, edit and analyse spatial and non‑spatial data. The Cadcorp-based solution removed data duplication, improved interdepartmental coordination and planning, opened public access to information, and—importantly—identified areas of tax non‑payment, resulting in a significant increase in local tax revenue and noticeable improvements in municipal services.
