Case Study: South West Water achieves water poverty reduction with CACI Ocean data

South West Water auto-enrols 15,000 customers onto support tariffs with CACI Limited

South West Water, a utility company serving South West England, faced the challenge of proactively identifying and supporting customers in water poverty who were often difficult to reach. To develop a robust affordability model for auto-enrolling customers onto support tariffs, they partnered with CACI and utilized its Ocean data service to gain a deeper understanding of customer income at a household level.

CACI provided a bespoke, granular dataset that was combined with South West Water's own billing information. This solution enabled the utility to calculate the percentage of income customers spent on their water bills and model future poverty risks. As a result of implementing this model from CACI, over 15,000 customers were automatically enrolled onto support tariffs and brought out of water poverty between July 2022 and September 2023.
