The City of Rochester, New Hampshire, sought to broaden its commercial tax base and create jobs by attracting retail development but needed to prove its potential to prospective businesses. To address this challenge, the city partnered with vendor Buxton in 2007 for its analytical services, including the SCOUT platform.

Buxton conducted a full retail and psychographic analysis to identify the best-fit retailers for the city. Using Buxton's data, Rochester successfully recruited over 30 recommended retailers, generating an estimated annual return of $91 for every $1 invested. This effort also created a significant new retail space and earned the city multiple economic development awards.
