The City of Hesperia, CA, was struggling with retail recruitment and significant sales tax leakage to neighboring communities. The city’s rooftop and household income levels were perceived as too low to attract major retailers. To address this, Hesperia partnered with the public sector division of Buxton to gain an understanding of its residents' shopping preferences and identify matching retailers.
Buxton provided Hesperia with detailed household-level analytics and a list of over 100 matched retailers and restaurants. This analysis led to the recruitment of 27 recommended businesses, including major anchors like Walmart and Target. The Buxton solution resulted in the creation of 1,250 jobs and generated $2.6 million in combined annual sales and property tax revenue for the city.
