Constructing Excellence in Wales (CEW) needed a better way to collect accurate, reliable waste reporting data to support its mission to reduce construction waste in Wales and help the country move toward zero waste. CEW approached BSI to develop a Publicly Available Specification (PAS), specifically PAS 402:2009 for waste resource management and performance reporting, to standardize how waste data was recorded and reported.
BSI worked with CEW to create the PAS through a steering group and 10 pathfinder companies, ensuring the standard was practical and industry-led. The result was faster adoption, better reporting, and measurable waste diversion: pathfinders diverted more than 20,000 additional tonnes of waste from landfill before launch, and PAS 402 users diverted 302,496 tonnes in the first year. The standard also improved business efficiency and customer confidence, with more firms winning work and more clients specifying PAS 402 in procurement.
