Rancho California Water District (Rancho Water) provides water and wastewater services for Temecula, Murrieta and nearby areas in Riverside County, California. Its meter replacement program followed administrative code—replacing meters every 15 years or when consumption exceeded 100,000 HCF—resulting in a forecasted $11.4M spend over seven years and concerns about long-term costs and inefficiencies.
