A Brightly Software Case Study
Rancho California Water District (Rancho Water) provides water and wastewater services for Temecula, Murrieta and nearby areas in Riverside County, California. Its meter replacement program followed administrative code—replacing meters every 15 years or when consumption exceeded 100,000 HCF—resulting in a forecasted $11.4M spend over seven years and concerns about long-term costs and inefficiencies.
Rancho Water implemented Assetic Predictor to build componentized lifecycle models and run “what‑if” optimization scenarios, allowing the team to test rehabilitation and replacement strategies by flow, meter size and type. The optimized, revenue‑based approach delivered $6.7M (58%) savings over seven years and $8.2M (60%) over ten years, was board‑approved, produced quick ROI, and has since been extended to identify further savings (including $3.4M by retiring a wastewater pump station).
