Predicting the future at Hertfordshire City Council Highways Department deploys Brightly Predictor to deliver smarter assets and sustainable communities

Hertfordshire County Council’s Highways Department, which manages a vast portfolio including over 3,200 miles of carriageways and footways, 115,000 streetlights and more than 1,600 bridges, needed a better way to prioritise work and make long‑term budget cases. With responsibility for a large resident population and being a major council budget holder, the team faced the challenge of maximising asset use and financial resources while presenting clear, evidence‑based investment proposals.

The council deployed Brightly Predictor alongside its existing Brightly Confirm data to run predictive modelling, “what‑if” scenarios and comparison forecasts. A pilot on footways and streetlights delivered fast, live reports and GIS visualisations (including Esri ArcGIS StoryMaps), enabling smarter prioritisation, cost‑effective planning and stronger funding cases; following the pilot’s success, full implementation is being rolled out.
